I take it you mean 10kWh/day. If so thats 420 watts, near enough.
Sometimes it's better to have public investment, where there is no private money, and sometimes a state monopoly is better than a private one.
To not consider either of those is indicative of blinkered thought. In a democracy there are no totalitarian communist solutions.

Details are required, otherwise you're just belling the cat.
Seems to me that it would be far easier to just install enough of RR's SMRs to make up 8.64GW, and a lot cheaper, too. And could be done incrementally. Your scheme with the barrages requires them all to be built at the same time.
And requires many more power stations to be built to get the same output.
Clearly you seem to believe a report by a network of consultants in 2008 to be a piece by the Guardian.
Only someone with a clear lack of English would misunderstand and equate the two. In reality you don't have a clue by your dismissal.
That is what you seem to do, isolated from reality.
And in fact it gets worse the more you look into it. At 8.64GW average output, the peak output will be MUCH more than that, just like it is for La Rance. Meaning you have to size the turbines and generating kit for peak output instead of the average like you would for any ordinary power station, and as the output swings from peak to zero at the Severn, it swings from zero to peak from your extra tidal sites. So your grid has to be oversize by quite a bit to accomodate that, and have oversize connections to it, too.
All of which is a waste of society's resources.
I don't know. I suppose for coplimentary tidal patterns one would have to go to Nice ;-)

There is nothing a fleet of dispatchable nuclear power plants cannot do that cannot be done worse, more expensively, with higher carbon emissions and more adverse environmental impact, by adding intermittent renewable energy.
