A very dangerous place, maybe its a cover up... I mean you cannot be too careful, they may be developing nuclear flat caps or something... Brian

You missed the important detail, the USB stick was unencrypted permitting anyone to read the content. The ONR seems to be flanneling about the issue, the material is probably commercially sensitive and, if it were in the public domain as claimed, why would it be protectively marked in the first place?

Because the protective marking is decided upon and applied by the author of the document. People often unnecessarily apply protective markings to documents that they have written, thinking that they are required due to the information contained, not knowing that the information has already been published elsewhere.
