You can use a colorimeter and mix most colours without too much trouble. Matching the "texture" is more of a problem.

People who could match reliably were much sought after in the old days. Time was when every batch of paint was quite different.

Actually not quite true. There is a technology which uses a printed card with various reference colours on it round a hole in the middle. You take a digital picture of what you want to match and send it off and I think you get back Dulux paint code to match the central colour.

Done well it matches exactly under the lighting conditions used.
