Macerator?

I hope to Install a WC & Wash Hand Basin in an upstairs cupboard. The only water supply I would be able to get to the macerator, would be at mains supply pressure. Is this acceptable?, also would I need planning permission?

The macerator does not need a water supply, just electricity. Your toilet and wash basin will be perfectly OK on mains pressure water. In any case, most macerators are made by French and Italian companies, and those countries almost universally use mains pressure water throughout domestic premises.

Not generally, unless it is a listed property. You may need building control approval, particularly in reference to the waste outlet.
