Way back when in rented accommodation with a load of other young blokes we had the opposite problem,the landlady kept herself warm in her self contained flat upstairs but the Telly lounge/common room was decidedly chilly. Then one lad found that his workplace held cans of freezer spray in its stores. A good blast over the thermostat sensor every so often kept the heating on nicely. Nice low tech solution that avoided any tampering.
