Kitchen floor tiling

I've got 33 x 33 cm ceramic tiles and a diamond wheel cutter and I'm ready to start laying them in my kitchen. The floor is nice level concrete, with remnants of the old (black) vinyl adhesive, which is impossible to remove. Two questions - what adhesive should I use - I reckon that a powder type self-mix would be cheaper and better, or can I simply use a cement mortar mix? Secondly, what gap should I leave between the tiles and the skirting boards and kitchen units? I realise that ideally I should remove the skirting boards, but most are hidden behind appliances, so it doesn't really matter. Having left a gap, what should I fill it with - ordinary grout or flexible silicone sealant? Thanks in advance.
