HSE review of the Domestic Gas Safety Regulatory Framework

The HSE is conducting a review of the domestic gas safety regulatory framework.

Completed questionnaires must be returned by Friday 30th June 2006 at the latest.

I suspect pressure groups with a vested interest may be campaigning for a complete ban on DIY gas work or the sale of gas appliances to non-CORGI registered people or companies.

One question is; "Does 'DIY' gas installation represent a threat to domestic gas safety?"

It's a loaded question.

Of course it does.

Just like drivers cause road accidents.

Th real question (along with Part P) should be, "Is there an unacceptable number of accidents caused by DIY work?"

How would a CORGI installer know the answer to (either) question anyway?

Only accident investigation statistics can tell if the problem is significant.

Significant problem: Determine the best remedy - education/regulation/inspection etc.

Insignificant problem: Do nothing.

Not necessarily, (IMHO).

I think there will be pressure groups acting to ensure this heads in a Part P type direction, closely followed by all plumbing installation.

Who sparked off this particular HSE review ?

Loaded questions are how surveyors get the results they want.

The CORGI man may have seen (or claim to have seen) several DIY jobs gone wrong that he has had to fix, and he will say so. But of course he will only have seen the bad ones, the good ones he will not know is DIY.

Will the review be open enough to accept that there should be competition for CORGI ? I doubt it. And if there was a large DIY community contribution to the survey, someone will say "oh no look at all the DIYers there's so many the risk is too great blah blah".

The impression I get is that CORGI members believe in it whilst also hating it for its empire-building tendencies. The latest PHAM News has as its main story that NAPIT (National Association of Professional Inspectors and Testers) is applying to HSE to become an alternative body for gas safety and one of its non-execs is a former CORGI CEO.

The MD of CORGI says "it is highly likely that multiple schemes will result in an increase in deaths from CO poisoning". MRD again

CORGI is NOT a gas safety body. It is a "registration authority". It registers operatives to work on gas when they meet a criteria. The only safety body is HSE.

Corgi members believe that Corgi:

  1. Writes the gas safety standards
  2. Writes the gas regulations
  3. Is the ultimate authority on gas installations
  4. Is the ultimate authority on gas safety

It is none of the above.
