help comparing quotes

Got a few quotes for the flat roof... from 2 recommended companies... I would appreciate any help on understanding the quality of the of the different materials proposed...

1) a layer of thermovent, layer of ht125, layer of ht250 cap sheet - £800
2) High tensile kemperol - £950
3) a layer of thermovent, 2 layers of fibre based felt (36kg/20m roll) -£1000
4) a layer of thermovent, layer of ht180, layer of ht350 cap sheet - £1350

Is thermovent insulation? I think the ht ones are polyester felts ... is the difference between 1) &

4) worth the price? What does the quality of 3) sound like...? Anyone any experience of Kemperol (some sort of plastic?) waterproofing?

All are written "estimates" + vat... but at least from recommended companies. Thanks Andy

Googling for Thermovent produced this

says it is a Fibre-reinforced, fire reterdant, thermal insulating render for exterior insulation system.

I'd never heard of it

As for Kemperol..

chap I use for flat roofing charges me (as joe public) £20 per sq metre to strip off the old 3 layers done with pitch, and fit two layers of torch on felt. He just calls it 'high perfromance felt' The top layer is reinforced with something and has green mineral chippings on the surface.

Unless your roof construction is such that there can be no insulation fitted underneath the decking, I can see why you should need any insulation properties in the covering.
