The regs are contained in BS7671:2008 and supporting publications (OSG, & guidance books 1 to 7). So you statement above is self contradictory.

Tripe as usual from you. The Building regs ARE LAW. If they point to a BS then that is law in that context being pointed.

Whilst that might be correct as a general statement, the Approved Documents are not part of the Regulations made by Parliament. All the Building Regulations say for electrical work is:

"Reasonable provision shall be made in the design and installation of electrical installations in order to protect persons operating, maintaining or altering the installations from fire or injury."

So no mention of British Standards.
