Last time I looked, they only wanted customers who have EV or PV?
The behaviour of systematically overcharging is not regulated, it occurs nearly universally. What little regulation that exists is ineffective at stopping abuse, probably by design.
My energy supplier estimates my annual gas usage as the same as I used in the previous four years. When I question them on how they arrive at the figure, say they take the bogus (annual) figure and divide it by 12 to get the monthly figure. Totally ignoring my point that the annual estimate is nonsense.
BG have been within a few pounds of my forecast of annual costs. Which supplier do you use?
Have you complained and told them you want a more recent year as the basis for their charge? And checked they have meter readings for it?

Yes, I complained, last year. At the time, I had been with them for 3 or
4 years. Their yearly estimate was more than the total usage on my smart gas meter from the entire period (3 or 4 years).When I made precisely this point to them, asking them how they estimated my predicted usage, the complaint service response was to divide their (unexplained) annual predicted figure by 12 and say that was my monthly usage.
I tried three or four times to get through, but responses were an impenetrable loop of idiocy. I meant to complain to the regulator, but real life intervened, and I didn't find the time to compose a letter, to a service that clearly doesn't work.
JFI Ofgem would only point you to the Energy Ombudsman for complaints like that.
And Bulb were one of the suppliers Ofgem told last year to improve their handling of direct debits. But then so was Octopus.
Smart meter?
I've been with EDF for five years at this address, and for several years at my previous address. I pay monthly DD, because it suits me. I have electric heating, no gas. "Total heating, Total control" (that's a laugh), run by SSE.
In June EDF emailed to say that my payment was going to increase. I phoned and asked why. They said their prices were increasing. I hadn't had their email because my computer had had to be replaced and I'd lost a lot of emails.
I said to the adviser, "OK, I now know your new prices. We both know my usage. Let's compare notes, and agree a new monthly payment." He put me on hold. Two minutes later, he said, "OK, you go first."
I said, "£171.83". He said, "£170..... but I was rounding down."
I have what they consider to be a "Complex Meter", so I deal with a special department in EDF. Different phone no., I always get straight through. Great service.
It remains to be seen what will happen next year when radio control ends. SSE are of course in charge, and are saying very little to anyone, including EDF.
