dumb question...

are the large sacks of Wickes ballast sand and aggregate mix for concrete or just mixed aggregate and I still need sand ?

Ballast, also known as "All-in" is mixed aggregate and sand, designed specifically for mixing as concrete. So yes, it's fine - just add cement, water and any additives you want.

If your mix needs "4 aggregate, 2 sand, 1 cement" you'd use 6-1 ballast/cement by volume.
