Basically in a garage it's there to stop 'rising damp' causing a problem - but unless the garage is constructed using a cavity wall construction and a DPM under the concrete floor thats properly connected to the dpc - then it's next to pointless inserting the aforesaid dpc.
For the garden wall, then there is simply no reason for one, it gets wet both sides anyway during a storm.
