I suddenly remembered Google Images and that helped me find them. They're called 'tuff cut' scissors and are mostly aimed at mediacl use.
They are also subject to ridiculously expensive pricing from some suppliers! I found them priced at £10 or more for one and, at the other extreme, £28 for 60. I'v bought 10 for £11.99 which seems reasonable.
As an aside, they are very useful for cutting all sorts of things. I use them for cutting electric fence tape, heavy duty velcro, thin PVC and lots of other similar things.
I did find a reliable source and then lost this post. For the record:
