Often seen in the windows of lodgings. No dogs, perfectly reasonable. No Blacks, no Irish - that could either be very racist or a perfectly sensible measure to reduce the incidence of rough, possibly very dirty guests. Noticeably it disappeared as Blacks and Irish were no longer predominantly employed digging!
