Applying mortar underwater

I'm trying to point up the gaps between some large slates that formthe inner face of a wildlife pond. I'm using a Hanson M6 sand/cementmortar. But even though I make up the mix fairly stiff, the moment itgoes into the water it goes fluid and just washes out.What do I need to add to the mortar get it to stay put long enough forit to go off?

But did they just first put up shuttering in which to pour and contain the concrete? The may have built solid structures under water this way but they may not have succeeded pointing brickwork under water
