The problem is greater for houses without drives, but not insurmountable. If it ever became viable, then the solution would be to have designated parking spaces in the road outside the houses with under-pavement cables to a parking-meter-like terminal by the kerb. Of course, for HMOs this probably wouldn't work as it's doubtful there'd be enough parking space for all the occupants. However, those tend to be non-car owners anyway (such as students for nearby universities).
But that's the ideal situation! Someone who barely uses their EV would have it plugged in all the time as a power back-up rather than a means of going from A to B. The difficult situation in when the EV is used every day for long distances, and the battery would be drained with little chance for recharge during the day. For the "average" commuter using the EV for a 10 or 20 mile journey each way to work, perhaps something could be agreed whereby the EV is charged at work, and would still be available as a power back-up when the driver got home as little discharge would have taken place during the journey back.
Why would /any/ third part be controlling the backup? The only control would be whether or not the power utility wishes to accept any excess capability to feed back into the grid. If it has no use for the excess power as the grid has plenty of capacity, what would it do with that power even if it could accept it? And remember, the EV owner always has the capability to pull the plug - literally!
