I don't know, but the gov.uk sites are usually reliable. I did try to find a more definitive source, but my appetite for searching legislation and then interpreting it is very small.
Both parties tidied up their web sites. The Labour side cynically suggested that is was because they Tories had something to hide. They probably do, but nowhere near as much as Labour...

Are there any comparison sites that break it down into a simple table with all the suppliers, rate 1, rate 1 max units, rate 2, e7? To make 'what if' analysis simpler.
