What I could do is provide a service for you where you ping me an email containing your 16 digit number, sort code, account number, CVV number and PIN number and I'll send you a code by return.
It could be the shop has the terminals inside it or whatever - so you'd have to at least visit the shop to get your 'free' parking. Which may not suit those who just want to park free and go elsewhere.

It is clearly a major breach of security if they give out the CVV number and expiry date of your new card to third parties! I suspect what they mean is a week or two after they send out your new card they process any long term continuing payments against it.
