Best way to submetering each tenant unit ?

What is the best way to install supply water "sub metering" for each tenant unit in a mix-used building that has 8 small apartments in it?



The City only has one meter for the entire building.



Each floor has 2 apartments.



Assuming this is to be a new plumbing project.



Choice A.


- run cold water supply pipe to each unit. Then install sub meter for each unit before its entering. Installing Tankless Hot Water for each unit. Then there is a ventilation issue to be resolved.



Choice B:


- Installing a building wide Hot Water tank in basement that supply h.w. to all units. Installing 2 sub- meter for each units, one for H and the other for the Cold.



But then, how to measure the reading ? preferred wireless and auto feed into PC.

Your basic plumming code can give a very accurate estimate of supply fixture units. You should know this already.
