Central Heating Pipes

Hi, any advice would be welcome. We live in an older property, probably built in the 60's, 4 bed, we live in an area with good soft water, and we have problems with heating our house, when it's really cold outside we can barely get our radiators warm, when it's not so cold outside radiators heat up better, but never roasting. The boiler isn't that old (Worcester Greenstar 24Ri), although was here when we bought the house 3yrs ago. The radiators all vary in age by the look of them. All radiators are fed with microbore pipes, I have been looking at changing all those pipes and running in 15mm plastic as well as fitting new radiators throughout. Does anyone have any advice as to whether this is a good idea or am I just wasting my time and money.
