I have some interior wood chairs that I applied polyurethane to for use outdoors

Now I would like to paint them for interior use. I tried a chalk paint on one but the paint seems to chip off easily. Would priming with Kilz water base be enough to make the paint adhere without sanding? This is a dining room arm chair and 5 side chairs with fabric seats.

Nope. It'll all have to be sanded before priming to make that horrible type of paint work at all. Then, since that paint is so worthless, you'll need to polyurethane over it for any decent longevity.
