A vinyl dye such as Krylon Fusion should work the best. It is designed for plastics.

If you own it, you can do anything you want to it. What looks bad? The vinyl? Is it dirty? Go to the BORG and get a spray bottle of ZEP vinyl patio furniture cleaner.
