stripping floor to raw 3/4" plywood

current situation:

two story wood frame structure on slab on grade

lower story was garage and is being converted to living quarters

upper story is living quarters floor of upper story is 3/4" plywood with minor water damage near windows; damage will be repaired

floor had 3 different layers of linoleum-type tile on it, most of which is now removed, but some areas still have small pieces of up to all 3 layers of tile, other areas have large areas of glue or layered/split tile of the up to 3 layers

what is the best way to remove the remaining tile and level the floor? a stand up electric sander? if so, what specific kind?

How about carefully applying heat (heat gun or small blow torch) to try to soften the adhesive and then scrape it off?

An electric-powered tool can be rented at Home Depot to scrape the remaining tile from the floor. It's not a sander. Sorry, can't remember the name of it.
