Overcoming chipping paint when repainting

Hi,



I would like to repaint my window sill which has an old layer of paint that has chipped and there are spots that look like this now:

What to do before repainting? Strip the whole thing? Fill the "potholes with wood putty? Do something else?

For the best job: strip, prime, and paint. A good paint store will sell you the proper materials.
