Assuming American English, not British English, the proper form would be "Attorneys' Genera"l.

"Attorneys" is the plural form of the noun Attorney while "General" is an postpositive adjective as explained in the video found here.

However, this site suggests that you should avoid the "plural-possessive" form all together by restructuring your sentence.

That has always been a strange term. "Attorney" is the principal noun but when they talk to the person they call them "general".
