Google up the 10 worst polluted rivers and get back to me. Perhaps if you actually did any research, even very superficially, you would see exactly what I wrote. Most ocean plastic comes from the 3d world (or US cities with that 3d world feel).

They are 3d world countries with a few pockets of rich people.
Scott is one of those limousine liberals who wouldn't think about picking up trash blowing down his street unless he was working off a DUI in an orange DOC vest.
Have you actually been there? It's not the 1970's anymore.
These days you can see pictures and even in "rich countries" like China and India, most of the people still live in 19th century style poverty. Half of the people in India are living on less than $700 a year.
In China the urban population is doing fairly well but over 500 million of them live out in the countryside and are not doing nearly as well.
In San Francisco asking people to not piss in the gutter is considered unreasonable, but you did say the civilized world.
Costco is about 2 miles from home. I can buy the same gas from Canadian Tire less than a mile from home. I usually go either to or past costco once a week - and I very seldom use more than a tank a week - usually significantly less - so I just fill up when I'm close. At 7 cents a liter less than the competition, and 3 cents cheaper than Canadian tire it makes sense to fill up at Costco when a fill-up runs just over $70.00
One time long ago I was going shopping in a strip mall with a large parking lot, on my way from my car to the store between parked cars.
Just as I got half-way through a pair of cars, out from the passenger window of the car on my left came a whole bag of McDonald's trash, which landed on the ground and everything spilled out, in front of me.
I lowered my head, looked inthe window and said to the teen or young
20's in the passenger seat, "You really are a pig, aren't you."Then I calmly walked to the Radio Shack and stayed there, hid there, for
30 minutes for fear her boyfriend was out there looking for me.But I didn't see either of them again.
I wish I had a customer satisfaction survey about my remark. She might still be a pig, or not.
