Need advice on installing dock floats

If you have air you could fill the drum with water, hold it under the dock, position it so the open bung is on the bottom and blow air in it until as much water comes out as you can get. You could put some kind of block on top of the drum to tilt the bung end down to get more water out, then pull the block out after you put the plug in. If you are a fanatic about getting it all, drill and tap 1/4NPT holes in the side. Position that side down. Put an air chuck in one and leave the other open. When it starts blowing bubbles plug that one, then remove the air chuck and plug the other.
