Just want to put this out in cyberspace in case someone else has the same problem some day.
The electonic control panel on my GE PotScrubber II died. Turns out it was an electrolytic capacitor, the largest one on the board, that had dried-up. Going by memory it was 47 uF at 350V, about 1/2" in diameter and 2" long, axial electrolytic. Looking at the display the cap is on the right hand side and located right next to a large resistor (which is probably the real source of the problem).
Maybe this will help someone else someday...
