Fence Rails: 2 or 3?

I notice the old fences around all have 2 horizontal rails for theboards to attach to. I've also noticed that new specs often show 3rails, without comment. I'm thinking that this might be due to thefence boards being much thinner than they used to be.I like to place my rails long side vertical, so I don't get excessivesagging over time. But I'm thinking that unless I expect the fence tosee hard wind loads or other severe attacks (kicks, etc.), 2 railsmight be enough.Any thoughts?

How wide is the rail??? Use 2X12s and it might be half an inch.

Mine's an 80+ pound Mountain Cur . But we live out in the woods , no fences . He did discover that the electric fence around the garden - for deer control - hurts ... Max could clear a 3 foot fence without trying .
