Connecting water heater to galvanized pipe with flex copper connectors

Do flex copper connectors act as dielectric connectors when used between the galvanized nipples on the WH and galvanized house pipes?

Wrong again. Flexible copper does not mean it has dielectric isolation as well. They are available with and without and if you want the dielectric type you have to make sure it's specified.

The connection may be self canceling electrolytically, but is not a dielectric if metal to metal. A high line VOM can register a voltage showing electrolytic activity if there is something happening. Consider getting rid of your galvanized plumbing ASAP to avoid future problems.

Assuming that copper is metal and a conductor, and that a galvanized pipe is metal and a conductor, NO!
