Yes.
But the amount of work and cost involved will be dependant on many factors that you have not described.
Probably, but I can't see from here what you have. Some older homes have lots of wood in the frame so opening it up a half inch on a side is no big deal. OTOH, if you have aluminum windows in a brick house, you may be SOL.
Shimming down to a smaller size is easy. Stop and think where you want to shim for the best appearance. Will a thick bottom look better than a nice header? Or the other way around? Is the shimming later to be covered over with siding? Ed snipped-for-privacy@snet.net

looks like it will work
