can existing opening 35" x 38 and 3/4" be widened to 36" (height) and shimmed down to 36" (width) so a 36" xx 36" opening window can be installed?

Yes.

But the amount of work and cost involved will be dependant on many factors that you have not described.

Probably, but I can't see from here what you have. Some older homes have lots of wood in the frame so opening it up a half inch on a side is no big deal. OTOH, if you have aluminum windows in a brick house, you may be SOL.

Shimming down to a smaller size is easy. Stop and think where you want to shim for the best appearance. Will a thick bottom look better than a nice header? Or the other way around? Is the shimming later to be covered over with siding? Ed snipped-for-privacy@snet.net

looks like it will work

4" framing studs, hardipanel exterior, drywall interior, current window is framed with 2" x 4" pine, which can easily be cut out 1/2" on both sides to 36", then shimmed down width wise to 36"
