That is not true everywhere for sure. On the other hand there are plenty of places that don't even have a building department. (no permits or inspections)

In Florida you will need engineering to build a shed. The building department will give you an engineered plan but if it is non-conforming you WILL be tearing it down.

Ever try to build in a hurricane state? You need an architect's *and* an engineer's stamp on *every* set of plans you submit. You also need surveyor's certificates of flood elevation.

In other states, it may be different. Just because "it ain't that way where I live" doesn't mean it holds for the rest of the world....
