I turn on my hot water in the bathroom sink and it goes for a few seconds then there is a banging and the water flow is restricted. any thoughts?

I turn on my hot water in the bathroom sink and it goes for a few seconds then there is a banging and the water flow is restricted. any thoughts?
Loose washer. Could be in a shutoff valve if not the sink faucet.
