Are these water tight? Can they be made so, applying sealant on edges, or is it just too problematic and inconsistent?

Search for 'watertight' here and you'll find that the answer is that is it not watertight.
Can you make it watertight? I seriously doubt that it's something you could accomplish quickly/easily.
Evacuate
You'd have to spray it or line it to be waterproof. It also has to be heavy enough to withstand the pressure of the floodwater. It would take quit a bit of mass to fill it out to keep shape.
I'd be evacuated already.
How big of a dam or levee do you need?
With a three or four people, you can construct a fairly significant barrier, with sandbags, in 24 hours.
It's not a "can", it's more of a flexible sack. I doubt it's truly meant to be watertight, but it could hold back water most of the water, like sand bags, probably better than sand bags. But how do you support it? You'd need a wood frame or sand bags or similar behind it and attached to it. Doesn't sound practical to me.
