The same as determining the horsepower for any piston engine. One HP equals the power necessary to lift 33,000 lb., a distance of one foot, in one minute.
The HP (and style, and deck size) are dependent on how much money you have to spend and how quickly you want the job done.
Usually by the engine hp.
