although blower is blowing what does that mean?

furnace has a green heart beat like flasher and its not blowing heat

No information provided on type of unit but if you are refering to green led on the control board, slow steady flash indicates a time delay or lock out. It goes steady green ater time delay and unit starts. Try turning power off to the unit and back on and see if it resets and operates. Time delays are 3 to 5 minutes. If that dosen't work you will need to have a technican check it.
