UniFlame LP Gas Grill-humming sound always-last burner flares-what do I do?

When I use my UniFlame LP Gas Barbecue Grill, there is a continuous humming sound. The third burner flame is extremely large and surround the whole burner so I don't use it. Does it need a new regulator and how do I change it?
