In Cook County, il., will my taxes be increased if a shed is built on the property?

I've been told that building a shed on concrete will make the structure permanent. Whereas having a gravel type of foundation will not and therefore will not increase the taxes.

I called 3 different assessor's office; 2 of them said there would not be an increase and the last one, the main office downtown contradicted itself. I need to mention the last one stated there would be an increase if the lot was empty and that would constitute an improvement. While if it was built on an existed residence there would not be an increase. one last note, a garage will not be taxed!! Please help.
