(Plastic) wheels seem to have seized on a Scott brand spreader (possibly product no.10590016 on the Scott web site which offers no information.) This is the gadget for which the wheels turn a cogged cylinder (only when a hand lever is held down) to release fertilizer or seed etc.) What advice for maintenance?

Try spraying it with WD-40. If that don't work, chuck it and buy a new one :)
Empty the hopper and hose it down thoroughly. If the wheels still won't turn, inspect the impeller cylinder for obstructions.
