Stud Partition Walls

Hi,

I'm moving some walls around in a flat, and was wondering what the correct order was when laying floors and inserting stud walls.

Is it...

Put down chipboard on joists Put down sole plate Build partition wall

..or.. Put down sole plate Put down chipboard Build partition wall.

Yes, IMHO, as the sole plate won't have anything to fix to if it runs parallel with the joists, but falls in between them.
