Boiler emissions - steam or smoke

Really stupid question but walking along a terrace of house, with a friend, we saw the flues sticking out with white stuff billowing out. He said it was like your breath on a cold day but is it or is it smoke? Whichever is it dangerous for pedestrians to inhale?

It is condensation, just like your breath on a cold day. There will be various pollutants in the mixture as well, but these will be far safer than the smoke off a coal fire or cigarette.
