what is flashing starburst on white rodgers programmable thermostat?

I think you are refering to the snowflake symbol. When flashing it indicates the 3 to 5 minute time delay is operating and has the compresor locked out. At the end of the time delay the symbol will stop flashing and be on steady and the compressor will start. This is normal operation which prevents the compressor from short cycling.
