I need more info, Do you mesn the thermostat is displaying that the A/C is on? If so, have someone stand at the outdoor unit, turn the thermostat off and back on. See if the person outside can heat a click in the outside unit. Bear in mind there is a delay i the thermostat of 5 minutes after you turn it on before you will hear the click. Also, check the breaker going to the outside unit an make sure it is not tripped. There may or may not be fuses in the disconnect box at the outside unit also.
I'd also check whether the thermostat is actually calling for cooling or if it's just showing the mode it's currently in. Sometimes the display can be a bit misleading. If you've recently changed batteries or wiring, it's worth double-checking the settings and connections before assuming the thermostat itself has failed.
