Tiling issue

A bathroom in a rental property was tiled a few years ago (not by me!).

The tiler tiled over a black glass-like panel, which extended along the full length of the bath and up to around 800mm above it, and then up to the ceiling. The tiles have now started to come away from over the panel but are held together as a block by the grout. Re-attaching them with tile adhesive and re-grouting isn't working and the silicone seal between them and the bath seems to be pulling them down across the glass-like panel when the bath is used.

Any suggestions on how to get them to stick permanently or for an alternative wall covering? I had wondered about a sheet of PVC cladding over either the affected area or the whole wall. If I used that would I have problems getting it to stay stuck to the ceramic tiles?

I'd say getting rid of the black panel and tiling on to plaster/brickwork is your best bet

It probably is but I'm trying to avoid too much disruption and the possibility of breaking tiles that I can't replace.

A quick fix is to stick them back on with either silicone or no-nails type glue. It'll be a right swine to get them off whenever you do that in the future, but there is no better way for a quick solution.
