Paint under wall paper

Hi all Have just stripped wall paper to find new plaster with large patches of flaky paint on, i was hoping to find a smooth plaster finish under the plaster!!! Whats the best way of removing this so I can start again, dont really want to use lining paper, any ideas, thanks
