cheaper. Reverse heat pump air conditioners from £399. I got a inverter version, which cost less to run, but they are more expensiv to buy. Also if you are renting, you can just de connect the unit an take it with you when/ if you move

To get maximum efficiency out of the turbines the exhaust pressure is well below atmospheric pressure. This low temperature steam results in a very large volume of not particularly hot cooling water from the condensers. I'd expect wide scale distribution for useful heating to be quite problematic.

There have been some schemes for combined power generation and district heating but these involve diverting steam at much higher pressure and temperature part way through the turbine to pass through heat exchangers to provide district heating. They don't seem to have been adopted on a wide scale though.

I think there might have once been a scheme to use waste heat at Drax power station to heat glasshouses for large scale tomato production or something like that, but these were built right next to the power station.

That's the point. Only considering electricity, rather then the best way to use the energy in the fuel.
