Every few minutes the toilet bowel starts and stops for a few seconds. Not a complete flush but a small amount of water is wasted. This is in an apartment house. Never happen in the past.

Could be the flusher flapper. Take a lil food coloring, maybe red, and squeez a few drops in the tank, the back part. In a few hours, look in the bowl, and if you see red, change the flapper. Try this first, and let us know what happenes. good luck
