Without a complete set of readings, any possible causes would only be a guess. Best bet is to call a local, *competent*, licensed, insured, professionally trained HVAC technician(not the cheapest) to come diagnose the system, and correct any and all problems. It sounds like it was installed over the summer.... so it should still be under warrenty by the installer. OTOTH, if it was installed by the lowest bidder, than all bets are off.

If you're truely a "greenhvactech", have a "veteranhvactech" show you how to properly diagnose and repair the system.

The unit probably is designed to be wired only to the indoor unit but was powered to the outdoor unit causing the compressor to run permanently even when the unit was turned off indoors.

Something definitely wrong, if it froze both the condensor and the evaporator. Call for help.
