Here in NJ, a "Homeowner" may prepare plans for a renovation or addition to their primary residence; however, be prepared for the most thorough plan review you could imagine.
New construction in most jurisdictions requires that a licensed architect prepare the plans for a single family dwelling. For larger commercial or public buildings, the state requires that the structural, mechanical, electrical and civil portions of the project must bear the seal of the appropriate design engineer.
We live in Washington state, and designed and built our own home. I drew up our plans myself on my computer, printed to regular letter size pages, and had no problems whatsoever getting the plans approved. Even the inspectors were great to deal with and often seemed eager to see our progress from one visit to the next.

Not universally true. Where I live I don't even need a builing inspector at an phase of the project.
