is there a tool that will cut roots in an 1 1/2" pipe?

I have a blocked shower drain in a concrete floor and I'm trying to avoid jack hammering the floor out. Two plumbers have told me that there are not any root cutters for small drains. There is a cleanout that by-passes the P-trap.Any suggestions would be appreciated.
